Water Infrastructure & Public Sector Projects

SGF Consulting brings senior-level Quantity Surveying expertise and commercial management support to complex water infrastructure and public sector projects across the UK and Ireland.

With extensive experience gained working on the Strategic Pipeline Alliance (SPA) with Farrans Construction, Stacy Deeley-Carter has built a detailed understanding of every stage of major water schemes — from early commercial strategy and pre-contract planning through to project delivery, variations management, and final accounting.

Specialist Experience

Stacy’s role within SPA involved managing the commercial aspects of high-value NEC Option B & E contracts and working collaboratively with client partners including Anglian Water, Costain, MMB and Jacobs. Her experience covers:

Pre-contract and tendering stages for large-scale water infrastructure frameworks.

Administration of NEC ECC Option B & E contracts, including change management, compensation events & early warnings.

Procurement of subcontract packages, negotiation of terms, governance and management of supplier performance.

Commercial reporting and Cost Value Reconciliation (CVR) at project and portfolio level.

Management of subcontractor accounts, interim valuations, and final accounts.

Forecasting, budget control, and cost risk management across multi-site water projects.

Liaising directly with delivery partners, subcontractors, clients, and design teams to maintain compliance with contractual obligations and project milestones.

Supporting audit and assurance processes within the SPA commercial framework.

This blend of practical site experience and commercial leadership gives SGF Consulting a full-picture understanding of how to manage water infrastructure projects efficiently, fairly, and profitably under the demanding requirements of regulated industries.
